Project Description:

The Department has received an application to install facility upgrades including a heat treatment process to further reduce pathogens, a nutrient resource recovery system and dewatering at the Buffalo BioEnergy Anaerobic Digestion Facility located at 2900 North America Drive in the Town of West Seneca. These upgrades will allow the facility to generate Class A biosolids by raising the temperature of the biosolids to a specified temperature for a required length of time to reduce pathogens to non-detectable levels. The Class A biosolids will be dewatered using a belt dewatering press to reduce the volume of Class A biosolids to be managed as a product. The filtrate from dewatering will pass through a nutrient resource recovery system to remove ammonia, phosphorus and suspended solids. A new, approximately 3,200 square foot building will be constructed on the site to house these processes and the scrubbing towers will be located outside. Sampling will occur after dewatering to confirm that Class A and vector attraction reduction criteria are met. The Class A product will be sold for the manufacture of other products such as soils or mulches or land applied on farmland at agronomic rates.

The Department has made a tentative determination to approve this application and as such is seeking public comment prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 02, 2015.
