Project Description:

Onondaga County Soil and Water Conservation District proposes a habitat and riparian restoration project within the regulated NYS Freshwater Wetland SON-17, and c(t) class unnamed tributary to Onondaga Creek. The project will include the excavation of stream banks to re-access the flood plain, and installation of instream rock-riffle pools. All excavated materials will be removed from the site, and water will be diverted around the active work areas. The project is located along a stretch of stream that runs between Tully Farms Rd and Rt 11A in Lafayette.

Erosion and sediment controls will be used to prevent any discharge into the Wetland or Creek. Endangered species and cultural and historic resources have been reviewed and no impact is expected.

Project Description:

The applicant proposes to develop and operate a 27.6 acre surface sand and gravel mine within a 56.6 acre parcel(s) located between Oswego County Routes 23 and 23A, 500 feet north of their intersection in the Hamlet of Gayville, Town of Constantia, Oswego County. The project site includes parcels owned by Alan Hildreth and Eastcom Utility Contractors, Inc. The mine is intended to operate as a traditional surface extraction of the Alton series of gravelly sandy loams and the Adams-Windor Complex of sands and gravels. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above and below the local water table. The easterly portion of the site has been previously mined and the western portion of the site was actively farmed in the past. Mining will be phased and is proposed to remove approximately 60,000 cubic yards of aggregate sand and gravel over the estimated 15 year operational life of the mine. Material will be processed with a small portable screen and wash plant. Maximum processing rates for the screening and washing crushing operations will not exceed 150 tons-per-hour. Final reclamation will restore the site to a +/-15 acre open water surface within uniformly graded and revegetated open land. Upland reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved seed mixture. The reviewed Life-Of-Mine (LOM) area is 27.6 acres.
