Project Description:

The applicant proposes to install a platform in and over the Hudson River. The platform is proposed to be a T-shape of 42' x12' and 12' x 40 and will allow public fishing access at the existing Bowline Point Park.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0026743) for the surface discharge of 2.5 mgd of treated wastewater to Hallocks Mill Brook, a class A(T) water.

The facility discharges treated sewage through Outfall 001. The sewage collection system consists of separate sewers. Treatment at the facility consists of screening, primary settling, RBCs, final settling, filtration and chlorination. Sludge is hauled to a landfill. Stormwater is discharged through Outfalls 003 - 006. Treatment is provided for some of these outfalls in the form of settling in detention basins.

DEC proposes to incorporate the following modifications to this permit: Changing permitted flow of 1.5 mgd to a 12-month rolling average and final limits for full design flow of 2.5 mgd; CMOM requirements, Temperature Management, and Mercury Minimization programs have been included; The permit includes updated forms and the latest general conditions.
