Project Description:

The Department has prepared draft permits and has made a tentative determination to approve the application to modify and renew the facility's Title V permit, and to renew the facility's Title IV permit. The Title V modification consists of the removal of a duct burner from one combined cycle plant, deletion of related processes, addition/amendment of startup & shutdown definitions, updates related to regulatory changes, and miscellaneous administrative updates.

The TBG facility includes two combined cycle power plants and a peaking power plant. One combined cycle plant consists of two identical GE LM2500 combustion turbines, two heat recovery boilers and steam turbine generator with the LM2500 units permitted to fire natural gas and distillate oil. The second combined cycle power plant consists of one GE LM6000 combustion turbine and once-through boiler with a duct burner permitted to fire natural gas exclusively, and a steam turbine. The peaking power plant consists of one GE LM6000 combustion turbine permitted to fire natural gas only. The facility also has a gas-fired auxiliary boiler, and furnace space heaters which are exempt from permitting requirements.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. This facility has requested that the current permitted throughput of 1,300 tons per day of solid waste with a design capacity of 455,000 tons per year be increase to 1,800 tons per day with a design capacity of 546,000 tons per year.

The Department has prepared a draft permit and made a tentative determination to approve this application for an Environmental Permit Benefit Strategy (EBPS) modification of a permit for an existing discharge of 29,000 gallons per day of untreated wastewater from seasonal non-contact cooling water, and stormwater from secondary containment and unloading rack areas, to groundwater from the Shoreham Energy LLC facility located at 227 North Country Road, Shoreham, NY.

New information recently submitted to the Department indicates the permit should be modified to include; a change in the discharge flow from monitor only to 29,000 gallons per day, addition of sampling for pH, Oil & Grease and Total Dissolved Solids at Outfalls 001 & 002, sampling for pH and Oil & Grease at Outfalls 005 & 006, and sampling for Chrysene, Flourene, Naphthalene and Pyrene, at Outfalls 003, 004, 007 & 008. The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service area located within a 3 mile radius of the applicant's facility: Riverhead Water District and Suffolk County Water Authority.
