Project Description:

New York State Department of Environmental Conservation (DEC) received an application for a State Pollutant Discharge Elimination System (SPDES) permit for a proposed discharge from the applicant's facility located in the Town of Orleans. The facility proposes to batch discharge of about 1,900 gallons per month of treated filter backwash to St. Lawrence River, a Class A surface water. Treatment consists of a settling basin. DEC has made a tentative determination to issue a SPDES permit under Article 17 of the Environmental Conservation Law.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

DEC received an application for a wetland habitat enhancement project and to improve an access road to agricultural fields. The habitat enhancement portion of the proposed project will impact approximately 2 acres of NYS Freshwater Wetland RV-11, a Class 2 wetland. The enhancement project will consist of excavating a series of potholes, installing level ditching between them, and creating nesting islands with the spoils within the wetland. The access road portion of the project occurs outside the wetland boundary and includes two non-jurisdictional stream crossings of a sub-tributary of Beaver Creek.

Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) NY0206873, for Massena Country Club. This permit involves the surface discharge of up to 12,500 gallons per day of treated sanitary waste into the St Lawrence River, a class A water. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining effluent limitations and monitoring and reporting requirements for the current treatment system and after installation, the new treatment system. The permit includes updated forms and the latest general conditions. Details of changes are specified in the draft permit and Statement of Basis.
