Project Description:

The Department has prepared draft permits and has made a tentative determination to issue an Air Title V (DEC ID 2-6102-00482/00006) and a Title IV (DEC ID 2-6102-00482/00002) permit renewal for the above facility. The facility consists of two simple cycle combustion turbines each with a capacity of 420 mmbtu/hr. The turbines employ spray intercooling systems to optimize power output. The units are each equipped with selective catalytic reduction to control emissions of oxides of nitrogen and catalytic oxidation to control emissions of carbon monoxide. The facility can generate a maximum 79.9 megawatts of power.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air Title V Renewal 2 Modification 2 for an existing permitted facility that operates an 800-bed hospital, including a research center and nursing school. The hospital operates boilers which supply steam for the space heating of the building; each of five boilers is rated at 49.9 mmBtu/hr and are capable of firing natural gas (primary fuel) or #6 Fuel Oil (backup fuel). Included are 16 exempt diesel-fired emergency generators, each generator is limited to operating below 500 hrs/yr. The facility-wide NOx and SO2 emissions are each limited to 99.99 tons/yr.

This permit application is to include use of Distillate #2 Fuel Oil, as the facility will be replacing the burners, fuel guns and associated controls on its all five Cleaver Brooks Boilers that currently combust Natural Gas and #6 Fuel Oil. The change is in accordance with the requirements of the NYCDEP's Local Law 43 eliminating use of #6 Fuel Oil. The modification will allow the boilers to fire Natural Gas and #2 Fuel Oil. Residual #6 Fuel Oil burners will be removed from site.
