Cedar River Area Boundary Change

One segment of a snowmobile trail in the Essex Chain Lake Management Complex, the Elm Island Trail, is located within a designated river under the Wild, Scenic and Recreational Rivers System (WSRRS) Act in the Town of Indian Lake, Hamilton County, New York. The Cedar River is designated a Wild River under the WSRRS Act at this location. In order to facilitate the continued use by snowmobiles of the existing Elm Island Trail, it is necessary for New York State Department of Environmental Conservation (NYS DEC) and the Adirondack Park Agency (APA) to establish a new boundary of the Cedar River Wild River area. NYS DEC, in consultation and agreement with the APA, shall establish the boundaries of the Cedar River Wild River area subject to a finding that the newly established boundaries are consistent with the purposes and policies of the WSRRS Act and facilitate the management objectives thereof. The existing boundary extends one-half mile from each bank of the Cedar River. NYS DEC and the APA will establish a new boundary for the Cedar River that extends one-quarter mile from the banks of the river in the vicinity of the Elm Island Trail.

A public hearing on the proposed boundary change will be held on Wednesday, September 30 at 6:00 p.m. at the Indian Lake Town Hall, 117 Pelon Road, Indian Lake, NY.

Location: NY State Route 9N in the Town of Ticonderoga, New York.

Project Description: The action involves lease of a parcel to New York RSA 2 Cellular Partnership (d/b/a Verizon Wireless) for construction of a 95 foot tall telecommunications tower (monopole) with a 4 foot tall lightning rod, installation of 12 panel antennas on the tower, an equipment shelter at the tower's base, and access road improvements.

Negative Declaration

Essex County - The Town of Crown Point, as lead agency, has determined that the proposed Crown Point Water System Upgrades will not have a significant adverse environmental impact. The action involves an update to the Town of Crown Point existing water system. The project includes reconstructing an 1898 Water Main on Main Street and appurtenances, Water Treatment Control Building upgrades, reconstructing two Pressure Reducing Valves and redeveloping the Hatchery Site wells to replace a contaminated Pearl Street well. The project is located in the Town of Crown Point, New York.
