Negative Declaration

Cattaraugus County - The Village of Ellicottville, as lead agency, has determined that the proposed Village of Ellicottville Wastewater Treatment Facility (WWTF) 2015 Improvements will not have a significant adverse environmental impact. The existing waste water treatment plant located in the Village of Ellicottville has been in operation since the mid 1970's. Since then several improvements have been made to allow for treatment of increased influent sewage flows and compliance with New York State Department of Environmental Conservation (NYS DEC) regulations.

Improvements are required again to comply with NYSDEC Order on Consent for SPDES Permit NY0023574 associated with treated effluent discharge from the plant. Improvements will also increase treatment capacity of the plant to handle sewage flows associated with anticipated future development. Improvements will enhance quality of treatment. Improvements will also occur within existing confines of the plant property. The project is located at the Ellicottville Sewage Treatment Facility, 6122 Route 219 S in Ellicottville, New York.

Notice of Acceptance of Draft GEIS and Re-Scheduling of the Public Hearing

Erie County - The City of Buffalo Planning Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Gates Circle Redevelopment. A public hearing on the Draft GEIS will be held on September 8, 2015 at 8:15 a.m. at the City of Buffalo, 901 City Hall, 65 Niagara Square, Buffalo, NY 14202. Written comments on the Draft EIS will be accepted until September 19, 2015. The Gates Circle Redevelopment (Project) is the former Millard Fillmore Gates Hospital (MFG Hospital) property at 3 Gates Circle in the City of Buffalo, New York, and the City-owned parking ramp located at 1277 Delaware Avenue.

The project will include a Continuing Care Retirement Community (CCRC). The remainder of the site will be redeveloped with residential rental units, for-sale townhomes and condominiums, office space, retail space, a market, and a large health and wellness center. A new street, aligned with Lancaster Avenue, which currently ends at Delaware Avenue, will be extended eastward through the site and connect to Linwood Avenue (Lancaster Extension). A connector road will also be constructed between this new street and Lafayette Avenue (Lafayette Connector).
