Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility Permit for BFG International USA, Inc., formerly known as Solve Composites LLC. BFG is proposing to relocate and expand its existing manufacturing operations. It plans to move operations from their existing location to a vacant industrial building, located in the Plattsburgh Industrial Park, and add new equipment to increase production. BFG will manufacture reinforced plastic composite parts using predominantly styrene and methyl methacrylate resin. Operations will include gel coating, hand lamination, resin transfer molding, trimming, painting, bonding, assembly, packaging and shipping. The majority of the emissions generated by the manufacturing operations will be directed to an onsite natural gas fired regenerative thermal oxidizer (RTO) for destruction.

BFG is capping the annual Potential To Emit (PTE) Volatile Organic Compounds (VOCs), total combined Hazardous Air Pollutants (HAPs) and individual HAPs from this new facility to no more than 47.5 tons, 24 tons and 9 tons each (of Styrene and Methyl Methacrylate), respectively, in order to avoid applicability of 40 CFR 63 Subparts WWWW and PPPP (National Emission Standards for Hazardous Air Pollutants), as well as Reasonably Available Control Technology requirements for VOC, contained in 6 NYCRR Part 212. This also caps the facility below major source thresholds for Title V permitting. Facility process emissions are regulated primarily under 6 NYCRR Parts 200, 212, and Subparts 228-1 & 2, General Provisions, General Process Emission Sources, Surface Coating Processes and Commercial and Industrial Adhesive, Sealants and Primers, respectively.

This project is subject to the Department's Environmental Justice Policy and an enhanced public participation plan has been prepared and accepted as a component of application completeness. Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

Project Description:

Construction of a +/- 27,604 sq. ft., 4-story mixed-use development located at 130 Excelsior Avenue. Development of the site to include construction of commercial space and residential units, associated parking lot, stormwater control practices and a foot trail with an elevated foot bridge over a portion of the regulated adjacent area of DEC Freshwater Wetland S-39 (class 3). Development of the site will result in the disturbance of +/- 0.31 acres of wetland adjacent area. No direct impacts to the wetland are proposed.

Construction of the Oak Ridge nature trail within phase 2 of the proposed Oak Ridge Conservation Subdivision. The Oak Ridge Trail will connect the existing Bog Meadow Trail and the Lake Lonely Trail. Development of the Oak Ridge Trail will involve installation of a 6 foot wide woodchip path with 3 elevated footbridges over portions of DEC regulated Freshwater Wetland Q-11, also known as Bear Swamp, and its regulated adjacent area. None of the proposed residential lots within phase 2 of the subdivision will impact the wetland or the adjacent area.
