Negative Declaration

Wyoming County - The Town/Village of Warsaw Joint Planning Board, as lead agency, has determined that the proposed Upstate Door 400.8kW Ground Mounted Solar PV Installation will not have a significant adverse environmental impact. If constructed, the proposed Upstate Door 400.8kW DC (352kW AC) ground mounted solar PV array system would be on a parcel within the Warsaw Industrial Park at 441 Commerce Way in the Village of Warsaw, New York. Upstate Door seeks approval for the construction and operation of the proposed system on the newly purchased parcel, for the sole intent of installing renewable energy to offset energy used at their local manufacturing facility. The applicant for this proposal is Robert Fontaine of Upstate Door, Inc., owner and president of a local manufacturing company located at 26 Industrial Street in Warsaw Village, New York. The 400.8kW installation would be located on the 2.2 ± acre of Lot #6 within the newly formed Industrial Park. The total estimated annual energy is 647,961kWh. The intended purpose is to make use of a remote net metering arrangement through the local utility. The project footprint is approximately 56,000 square feet for the solar array. Actual ground disturbance will be minimal, and assuming no on-site grading will be required, should be limited to the driven piers and trenching for the underground AC conduit run from the point of interconnection to the array. The purpose of this LEAF is to evaluate potential impacts of the Project, evaluate alternatives and consider mitigation measures. The selected technology will consist of (approximately 1314) ReneSola PV modules; (13) SMA Solar Technology AG SMA STP24000TL-US inverts, (2) SMA STP20000TL-US, inverters and a Schletter exterior ground mount racking system. The project is located Lot #6 on Commerce Way in Warsaw, New York.
