Project Description: The project consists of a five lot subdivision and a two lot subdivision in Rural Use; however, as proposed in the application, all the subdivision lots will be merged with adjoining lands and the final configuration of the lands will result in one land holding owned by John P. and Dorothy C. Seagle and one land holding owned by Seagle Music Colony, Inc. One additional building right will be conveyed from John P. and Dorothy C. Seagle to SMC, Inc. and four additional principal building rights will be conveyed to SMC, Inc. from a nearby landowner. The project also includes construction of a group camp structure served by an individual on-site wastewater treatment system and community water supply.

Project Title: Bay Pond Reclamation

Location: Bay Pond off Keese Mills Road in the Town of Santa Clara, New York.

Project Description: The project is briefly described as the application of the pesticide Prenfish Toxicant™ (Active Ingredient: 5% Rotenone) to remove non-native largemouth bass, which were first documented in 2007, from Bay Pond. The lake will be stocked to establish a native Windfall strain brook trout population upon natural degradation of the toxicant. This will be the third reclamation of Bay Pond with previous reclamations undertaken in 1968, and 1989; the 1989 reclamation was approved by Agency Permit 89-90.


Negative Declaration, Notice of Public Comment Period and Notice of Public Meeting

Clinton and Essex Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Lake Champlain Islands Management Complex Draft Unit Management Plan will not have a significant adverse environmental impact. The NYS DEC has completed a Draft Unit Management Plan (UMP) and Negative Declaration for the Lake Champlain Islands Management Complex. Major proposals in the Plan include: the replacement of a deteriorated dock and conversion of a trail near the Bluff Point lighthouse to be made accessible for people with disabilities; the closure of eight primitive tent sites and relocation of eight primitive tent sites on Valcour Island; the closure of primitive tent sites on Cole and Sheepshead Islands; the construction of a memorial and interpretive site at the Peru Dock Boat Launch; the replacement of cement fireplaces with stone fire rings at primitive tent sites; and the removal of picnic tables from primitive tent sites.

A public meeting will be held at Clinton Community College at the Stafford Technical Building, 136 Clinton Point Drive, Plattsburgh on Thursday, August 20 at 6:30 p.m. Written comments are welcome and will be accepted by mail or e-mail, by the contact person until September 18, 2015. Copies of the Draft UMP are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/75862.html.

Copies of the Plan will also be available on CD at the following locations: NYS DEC's headquarters in Albany, NY (5th floor); NYS DEC's Region 5 office in Ray Brook NY; the offices of the Towns of Ausable, Plattsburgh and Peru in Clinton County, and the offices of the Towns of Crown Point, Chesterfield, Ticonderoga, Westport, and Willsboro in Essex County.

Negative Declaration

Fulton County - The Fulton County Industrial Development Agency, as lead agency, has determined that the proposed Empire State Health Solutions Proposed Manufacturing Production Facility will not have a significant adverse environmental impact. The action involves the construction and operation of a pharmaceutical manufacturing business in the Tryon Technology Park and Incubator Center. The Company will grow medical cannabis and manufacture medicines. The project is located at 881 County Road 107 in the Town of Perth, NY.

Saratoga County - The City of Saratoga Springs, as lead agency, has determined that the proposed Sale of Long Alley Property to the Adirondack Trust Company will not have a significant adverse environmental impact. The action involves the sale of approximately 1,560 square feet of land comprising of a portion of Long Alley to the Adirondack Trust Company. The project is located in the City of Saratoga Springs.

Washington County - The Town of Easton, as lead agency, has determined that the proposed BJ Farms Minor Resubdivision 02-15 will not have a significant adverse environmental impact. The action involves the creation of one 2.78 acre single family residential lot, from existing 77.6 acre mining site. The project is located on General Fellows Road, Town of Easton, NY.

Washington County - The Town of Easton, as lead agency, has determined that the proposed Sielucka Minor Resubdivision/BJ Farms Boundary Line Adjustment 04-15 will not have a significant adverse environmental impact. The action involves the subdivision of 4.46 acres of land from Sielucka's current lot to be conveyed and merged with the current existing vacant lands of BJ Farms for the creation of one 14 acre lot for existing multi-family residence. The project is located on State Route 40 South, Town of Easton, NY.
