Project Description:

This department has received a request to renew an existing Air State Facility Permit for the facility located at Burrows Paper Corporation; 730 E Main Street; Little Falls, NY 13365. The facility is located in the city of Little Falls along the north bank of the Mohawk River. A draft permit has been prepared in accordance with Article 19 (Air Pollution Control) of the Environmental Conservation Law. The draft permit incorporates updates to the facility information to add and delete emission points; and contains updates to the permit language to reflect current regulations. The facility operates one paper machine that produces approx. 70 tons/day of lightweight tissue paper. The facility has a primary boiler and backup boiler that utilize Natural Gas as a fuel. Air emissions are generated from combustion of Natural Gas and chemical additives used in the paper making process. The facility is capped under 6NYCRR Part 201-7 and is therefore minor for all pollutants.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has received a request to renew an existing permit to operate air pollution sources and has drafted, pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit Modification for the facility that is located at Tumble Forms Inc, Village of Dolgeville in Herkimer County in New York State. The exact location will be at 1013 Barker Road. This facility is engaged in the manufacture of foam-cushioned physical therapy seats and other positioning/exercise items. The main source of air emissions originates from the blowing of various types of polyurethane foam as well as the usage of solvents and adhesives. The Standard Industrial Classification representative of this facility is 3089 (Plastic Products). This permit is a Synthetic Minor; control devices in use are various filters and a baghouse. The facility has elected to cap itself below the major source threshold by capping VOCs at 90,000 lbs/yr, aggregated HAPs at 40,000 lbs/yr and speciated HAPs at 18,000 lbs/yr. This facility is subject to 40 CFR 63-Subpart OOOOOO, which is an area-source MACT rule. This modification does not authorize any increase in emissions inventory.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.
