Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of the Title V permit held by Global Companies LLC - Newburgh Terminal located in New Windsor, Orange County. The facility is a gasoline and distillate oil storage and distribution terminal. A loading rack is used to fill cargo trucks with gasoline and distillate fuel products. Vapors are recovered from the gasoline loading operation and controlled by the operation of a single vapor combustion unit. The facility utilizes six storage tanks of varying volume to manage onsite inventory of gasoline products. Each of these storage tanks are equipped with internal floating roofs to control vapor emissions.

This renewal permit reauthorizes current operations which does not include the intermodal rail project permit modification (crude oil) applied for on August 14, 2013. The intermodal rail project application related to the South, North and Newburgh terminals was withdrawn by Global Companies on October 2, 2014. There are no crude oil processes at this facility.

Distillate oil and gasoline throughputs are limited by Federally Enforceable conditions established as part of previously issued Title V permits. Specifically, the facility is limited to a rolling twelve month gasoline throughput of 500,000,000 gallons and a rolling twelve month total distillate fuel throughput of 200,000,000 gallons. These throughput limits ensure Hazardous Air Pollutant emissions are well below major stationary source thresholds. These limits further ensure that the requirements of 40 CFR 63 Subpart R - National Emission Standards for Gasoline Distribution Facilities do not apply.

The facility is subject to numerous recordkeeping, monitoring and reporting requirements under 6NYCRR 229 - Petroleum and Volatile Organic Liquid Storage and Transfer, 40CFR60.XX - Standards of Performance for Bulk Gasoline Terminals, 40CFR64 - Continuous Assurance Monitoring and 40CFR63.BBBBBB - National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities and 40CFR Part 63-JJJJJJ (Part 201 exempt source).

Title V permitting applies to this facility since potential Volatile Organic Compound emissions exceed major stationary source thresholds defined by 6NYCRR 201. The Standard Industrial Classification representative of this facility is 5171 - Petroleum Bulk Stations and Terminals.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of the Title V permit held by Global Companies - South Terminal located in New Windsor, Orange County. The Global Companies - South Terminal facility is a gasoline and distillate oil storage and distribution terminal that utilizes twenty storage tanks of varying volume to manage onsite inventory of products and operates a loading rack used to fill cargo trucks. Vapors are recovered from the gasoline loading operation and controlled by a carbon absorber reduction unit. Of the twenty storage tanks, six are used to store gasoline products and are equipped with internal floating roofs to control vapor emissions.

This renewal permit reauthorizes current operations which does not include the intermodal rail project permit modification (crude oil) applied for on August 14, 2013. The intermodal rail project application related to the South, North and Newburgh terminals was withdrawn by Global Companies on October 2, 2014. There are no crude oil processes at this facility.

Distillate oil and gasoline throughputs are limited by Federally Enforceable conditions established as part of initial permitting. Specifically, the facility is limited to a yearly gasoline throughput of 177,143,000 gallons and a yearly throughput of distillate fuel of 900,000,000 gallons. This limits the individual hazardous air pollutants emissions and total hazardous air pollutant emissions well below the major stationary source thresholds of 10 tons per year and 25 tons per year respectively and caps the facility out of the requirements of 40 CFR 63 Subpart R - National Emission Standards for Gasoline Distribution Facilities. Title V permitting applies to this facility since potential volatile organic compound emissions exceed the major stationary source threshold of 50 tons per year.

The facility is subject to numerous monitoring, recordkeeping and reporting requirements outlined by permit conditions under federal and state regulation including but not limited to 6NYCRR 201, 6NYCRR 225, 6NYCRR 229, 40CFR Part 60-Ka, 40CFR Part 60-JJJJ (Part 201 exempt source), 40CFR Part 63-JJJJJJ (Part 201 exempt source), 40CFR Part 63-BBBBBB and 40CFR Part 64.

The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for IBM Corporation. The facility is a data center located in the town of Warwick. Permitted emission sources include two boilers and seven diesel generators. The boilers supply heat and hot water to the facility, and the generators are for backup electrical power.

The permit will limit emissions of oxides of nitrogen (NOx), carbon monoxide, and volatile organic compounds from the facility, in order to be below major source thresholds, as defined in 6 NYCRR Part 201. Therefore, the facility will not be subject to Title V and NOx Reasonably Available Control Technology requirements.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of the Title V permit held by Algonquin Gas: Stony Point Compressor Station located in Stony Point, Rockland County. This permit renewal contains all the requirements from the Algonquin Incremental Market (AIM) project modification including annual emission limits of 58.1 tons per year NOx, 27.1 tons per year VOC and 11.4 tons per year PM2.5 applicable to the three Solar Mars 15,900 hp natural gas fired compressor turbines. These annual limits are based on a netting evaluation of attainment and nonattainment new source review under 6 NYCRR Part 231-8.2 and 6NYCRR Part 231-6.2 respectively.

The facility is subject to numerous recordkeeping, monitoring and reporting requirements outlined by permit conditions under 6NYCRR Parts 201, 6NYCRR Part 227, 6NYCRR Part 231, 40CFR 60.GG, 40CFR 60.JJJJ, 40CFR 60.KKKK, 40CFR 63.DDDDD and 40CFR 63.ZZZZ.
