Project Description:

Applicant proposes to construct a force main piping system to accompany a new wastewater pumping station in the town of Hempstead. A portion of the force main will run adjacent to the regulated freshwater wetland F-1 and through the regulated freshwater wetland F-7. The project is intended to divert a portion of the Village of Hempstead wastewater flow from the Bay Park Sewage Treatment Plant to the Cedar Creek Sewage Treatment Plant in order to mitigate sanitary sewer overflows at Barnes Avenue in Baldwin. The project is located at the intersection of the Meadowbrook State Parkway and Jerusalem Avenue, Village of Hempstead, Town of Hempstead, Nassau County.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

Dale Transfer Corporation has an existing Part 360 Solid Waste permit to operate a construction and demolition debris (C & D) processing facility, authorized to process up to 650 cubic yards per day of C & D. They now propose to accept nonhazardous industrial liquid waste at a maximum of 77,000 gallons per day, as well as nonhazardous solid waste, petroleum contaminated soil and incidental construction and demolition debris at a maximum of 300 cubic yards per day. Material will be consolidated and then transferred off site for recycling or disposal at a permitted facility. Waste will not be treated at the facility. The project is located at 129 Dale Street, West Babylon, Town of Babylon, Suffolk County, SCTM# 0100-74-2-19.
