Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification to an existing federally enforceable Air State Facility permit for Moldtech, Inc. located in Lancaster, New York. The facility produces a variety of custom rubber molded products for industries. The three emission points are paint spray booths where adhesive primers are applied to facilitate the bonding of rubber to metal or plastic. Also on site is a NFPA 86 Class B post curing oven. This proposed permit modification would establish a lesser degree of control per Part 228-2.4(e) for four specific adhesives/adhesive primers used at Moldtech. A detailed process-specific Reasonably Available Control Technology (RACT) analysis was completed which demonstrated the technical and economic infeasibility of controlling VOC emissions from four specific adhesives/adhesive primers. To maintain compliance with the process-specific VOC RACT requirements, Moldtech shall limit VOC emissions from non-compliant adhesives/adhesive primers to less than 11.3 tons per year on a rolling twelve month basis, which represents the maximum emission rate of the four non-compliant adhesives/adhesive primers based on the 3600 gallons per year usage factor used in the economic feasibility analysis. Moldtech is also subject to the VOC content limits for coatings and adhesives per 6 NYCRR Subparts 228-1 and 228-2. The existing emission caps which limit annual potential emissions to avoid requirements of 6NYCRR Part 201-6 will remain unchanged. Moldtech is required to annually certify continuous compliance with the emission limits established in this permit. The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit modification for the Yahoo!, Inc. Lockport Data Center facility. This permit modification includes changes to the recently permitted second data center, referred to as BF2. The applicant proposes to change two of the new emergency back-up generators from 2.0 MW to 2.25 MW and the new fire pump engine from 85 hp to 118 hp. The applicant will maintain the current emission limit for NOx of 196,800 lbs/year by reducing the hours of operation on the engines. Each individual diesel engine is limited to operating no more than 450 hours per year. In addition, the draft permit includes a federally enforceable emission cap that limits the total combined hours of operation of the 26 emergency back-up generators to no more than 5,291 hours per year. The company must also comply with the applicable requirements of 40 CFR 60 Subpart IIII - Standards of Performance for Compression Ignition Internal Combustion Engines.
