At the Cruger Island Road Access Point an ADA-accessible viewing platform is proposed with a surface area of 336 square feet. At the North Bay Accessible Trail and Boat Launch, the existing boardwalk is proposed to be expanded with platforms and dock and an ADA-accessible trail installed; 344 square feet will be replaced and 1016 square feet of new structures added. An existing trail will be upgraded and expanded to be ADA-compliant. Total disturbance will be 1696 square feet of adjacent area and 672 square feet of wetland.

The applicant proposes to disturb the bed and banks of the NYS protected stream Ramapo River [NYS Water Index #: NJ-12, Class A(T)], in association with a streambank stabilization and wetland construction project at the Tuxedo Hamlet Wastewater Treatment Plant (WWTP). The wetland is being constructed as a mitigation project per agreement between the US Army Corps of Engineers and the Town. The disturbances to the Ramapo River include: rock rip rap placed at the outlet of the constructed wetland and around the WWTP outfall pipe; and approximately 350 feet of grading and streambank restoration associated with the construction of stormwater bio-retention basins and the constructed wetland.

Project Description:

The Applicant is proposing to conduct remedial activities at the former BICC Cables site located in the city of Yonkers, Westchester County. The remediation is required through a NYSDEC Brownfield Site Cleanup Agreement (Index # W3-1063-05-03) and the July 2014 Operable Unit #2 Record of Decision (ROD). The specific remediation activity consists of a Multi-Layer Sediment Cover System (SCS) over PCB contaminated sediment within the Hudson River. The area of PCB contaminated sediment is located underneath the existing Electronic Power Research Institute (EPRI) Building and covers an area of approximately 24,000 square feet. The SCS system will act as a cap on the contaminated sediment.

The Department has reviewed and is prepared to issue a Section 401 Water Quality Certification for two different remediation alternatives. These two alternatives are titled: Primary Multi-Layer SCS Design and Multi-Layer SCS Alternate Armor A Design. The two alternatives will all serve as a cap to the contaminated sediment but will utilize different cover system materials. The determination as to which alternative will be selected will be field based.
