Permit(s) Applied for:

Article 23 Title 27 Mined Land Reclamation

Project is Located:

St Lawrence County

Project Description:

The applicant proposes to expand the existing sand and gravel mine to add 3.0 acres of land to the currently approved 13 acres of life of mine area. The project site is Gerald F. Fullerton's property, located west off of Beebe Road, approximately 1.5 miles south of Hopkinton in the Town of Hopkinton. The mine is intended to operate as a traditional surface extraction of the Adams sand, which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 8,000 tons-per-year of aggregate sand and gravel over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-3 acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion area is 3.0 (LOM) acres.
