Project Description:

The applicant is proposing an expansion of existing structures and parking area for the Renzi Foodservice Building site in the Watertown City Center Industrial Park. DEC has determined the proposed project will impact regulated Freshwater Wetland S-4, a Class II wetland. The parking lot expansion will result in an estimated 4,000 sq. ft. permanent impact to the wetland adjacent area and additional temporary impacts during construction. A 'pocket pond' stormwater management practice will be constructed in the adjacent area to the wetland and outlet directly into an existing stormwater management practice located in the wetland.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0257869), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The facility discharges landfill leachate and surface runoff/groundwater via Outfalls 003 and 004. Runoff is controlled by a perimeter stormwater management system that consists of ditches of culverts. 1.5 acres of the landfill are lined. Leachate from the lined portion flows by gravity to the southeastern extent of the landfill. This leachate flows into a 20,000 gallon, double-contained underground storage tank which is periodically pumped. The leachate is hauled to the wastewater treatment plant for treatment and disposal. Groundwater from the unlined portion is discharged to Outfalls 003 and 004 together with stormwater runoff. The landfill has been closed for 21 years.

The following changes to the permit are proposed: Best Management Practices requirements for stormwater have been added. Settleable solids limit reduced. Monitoring has been added for ammonia, BOD5 and TDS. Permit forms have been updated incorporating the latest general conditions.
