Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0006785) for the surface discharge of treated wastewater to the Battenkill River, a class C(TS) water. The facility design flow is 0.87 MGD. The Hollingsworth & Vose Greenwich Mill is a manufacturer of papers and paperboards. Treatment at the facility consists of an aerated lagoon, a flocculator/clarifier and discharge. Sludge is dewatered by a belt filter press, with a sludge drying lagoon backup. Reject water is returned to the head of the treatment plant and dried sludge is landfilled off site.

DEC proposes to incorporate the following modifications to this permit: Permittee and facility information has been updated. Sampling frequency for pH has been changed. Dissolved Oxygen monitoring has been added. Phenols, Total Chlorinated has been changed. Monitoring for Temperature has been added. Quarterly Whole Effluent Toxicity testing has been added. Monitoring has been proposed for Outfall 003. Footnotes have been updated and renumbered. Discharge Notification Requirements have been updated. Industry Best Management Practices have been updated. The Monitoring Locations page has been updated. General Requirements page and the Recording, Reporting and Additional Monitoring Requirements page has been updated.

Availability of Application Documents:

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 07, 2015.
