The applicant proposes to maintenance dredge approximately 2,100 cubic yards of sand down to minus 5 feet below mean low water from Port Regalle Marina. The dredge shall be temporarily placed on adjoining beach property owned by Port Regalle Condominiums (up to 30 days from start of project) before final placement on beach dunes at NYC Parks Crescent Beach. The project site is located at Port Regalle Yacht Club in Great Kills Harbor, between Nelson Avenue and Wiman Avenue, in Staten Island, Block 5303/Lot 150.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to install steel sheet pile blanketed with rip rap and armor stone to close the breach in Wolfe's Pond caused by Hurricanes Irene and Sandy. The project also includes dredging the Sandy deposited sand from the pond, relocation and reconstruction of the pedestrian bridge, installation of native plantings, an eel passage and an ADA accessible path and overlook, within the area of NYSDEC regulated Class I Freshwater Wetland AR-17 (Wolfe's Pond), the adjacent area of tidal wetlands and the coastal erosion hazard area. The project is located within NYC Parks Wolfe's Pond Park bounded by Raritan Bay and Holten Ave in Staten Island.
