Negative Declaration

Oneida County - The New York State Department of Transportation (NYS DEC), as lead agency, has determined that the proposed Dustin Road over Kayuta Lake PIN 2BOW.06 will not have a significant adverse environmental impact. The action involves the replacement structure that will have a span of approximately 105 feet and will not be skewed to accommodate the expected flows of Kayuta Lake. The project objectives are to improve the hydraulic opening, reduce the scour vulnerability, and reduce the likelihood that the bridge and adjoining roadway will flood while providing a minimum 75 years service life. The proposed structure will be founded on piles and will have an increased hydraulic opening, which will accomplish the objectives of this project. The reconstructed bridge approach roadway will match the existing roadway throughout the project limits. The total project reconstruction length will be approximately 1,103 feet including both approach roadways and the proposed bridge. The project is located on Dustin Road over Kayuta Lake in the Town of Remsen, New York.

St. Lawrence County - The Village of Potsdam, as lead agency, has determined that the proposed Potsdam Municipal Airport - Runway 6/24 Obstruction Mitigation Project will not have a significant adverse environmental impact. The action involves the removal or modification of obstructions or obstacles that penetrate Title 14 CFR Part 77 surfaces and Runway End Siting Surfaces (RESS) at the Potsdam Municipal Airport as noted in the Airport master plan and Obstruction Analysis of LPV Approach for Runways 6 and 24. Tasks associated with the proposed project include removing up to 8.33 acres of trees, four individual trees and one shrub on airport property as well as relocating an electrical transformer that is currently located adjacent to the Runway 24 end within both the runway safety area and object free areas. The proposed project also includes lowering (re-grading) approximately 7.08 acres of ground penetration on airport property. Re-grading in this area will include removal of approximately 25,000 cubic yards of (excavation) soil. Following soil removal, topsoil, seeding and mulching within grading limits will be completed. Off-Airport obstruction mitigation includes removing up to 5.17 acres of trees and acquiring aviation easements or one time right of entry to remove off airport obstructions on three properties located adjacent to the Runway 24 end. The mitigation of the identified obstructions will increase the level of safety for pilots by allowing for improved instrument procedures that comply with federal regulations and current design standards. The project is located at 150 Hatch Road in the Village of Potsdam, New York.
