Notice of Final Scope, Notice of Completion of Draft EIS, Notice of Public Comment Period, and Notice of Public Hearing

Essex and Hamilton Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, is issuing a Notice of Final Scope, Notice of Completion of Draft EIS, Notice of Public Comment Period, and Notice of Public Hearing on the proposed Essex Chain Lakes Management Complex Draft Plan / Draft EIS.

NYS DEC has completed a Draft Plan/Draft EIS for the Essex Chain Lakes Management Complex. The Plan includes Unit Management Plans (UMPs) for the Essex Chain Lakes Primitive Area and Pine Lake Primitive Area, Draft UMP Amendments for the Blue Mountain Wild Forest and Vanderwhacker Mountain Wild Forest, a Draft Environmental Impact Statement (Draft EIS), and River Area Management Plans, pursuant to 6 NYCRR 666.7, for the Hudson River, Cedar River and Boreas River. Major proposals in the Plan include the designation and construction of hiking, skiing, snowmobiling, bicycling, and equestrian trails; the addition and enhancement of equestrian facilities; the construction of a bridge over the Cedar River, the addition and enhancement of access for people with disabilities, and the enhancement of paddling opportunities.

The project is located in the Towns of Newcomb and Minerva in Essex County, New York; and Town of Indian Lake in Hamilton County, New York.

A third public hearing has been scheduled for Wednesday, July 22 at 1:00 PM at NYS DEC's headquarters, 625 Broadway, Albany, NY in room 129A.

Written comments are welcome and will be accepted, by mail or e-mail, by the contact person until July 27, 2015.

The Draft UMP / Draft EIS are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/97474.html. Copies of the draft UMP/EIS will also be available June 12, 2015 on CD at the following locations: NYS DEC's headquarters in Albany, NY (5th floor); NYS DEC - Region 5 Office in Ray Brook, NY; NYS DEC - Region 5 Warrensburg Sub Office in Warrensburg, NY; and town hall offices in Indian Lake, Minerva, and Newcomb.

Project Title: Franklin County Emergency Services Telecommunications Tower

Location: Mt. Pisgah in the Village of Saranac Lake, New York.

For Adirondack Park Agency: Comment Period Ends: July 23, 2015.

Project Description: The project is proposed by Franklin County's Office of Emergency Services to upgrade its Emergency Radio Communications System as part of a statewide initiative by the New York State Division of Homeland Security and Emergency Services to improve interoperability capability between emergency service providers throughout the state. At this Mt Pisgah site, the county proposes to: replace an existing 152 foot 7 inch tall guyed lattice telecommunications tower (171 foot 7 inch to top of antennas) with a 151 foot 6 inch tall self-supporting lattice tower (169 foot 11 inch to top of antennas); relocate 10 communications antennas from the existing tower to the new tower; install 5 new communication antennas on the new tower; build a 12 foot by 16 foot radio equipment building near the base of the tower; and re-locate the first 300 ± feet of the access road.

Notice is hereby given that the Office for People with Developmental Disabilities has determined 135 Buttermilk Hill Road in the Town of Wells, Hamilton County, New York State, improved with a 2,800 ± square foot, 35 ± year old single-family residence on a 0.538 ± acre lot, with tax identifier Section 130.014, Block 1, Lot 40 as surplus and no longer useful or necessary for state program purposes, and has abandoned the property to the Commissioner of General Services for sale or other disposition as Unappropriated State land.

Negative Declaration

Saratoga County - The Saratoga Springs City Council, as lead agency, has determined that the proposed Adoption of Saratoga Springs Comprehensive Plan 2015 Update will not have a significant adverse environmental impact. The Saratoga Springs Comprehensive Plan was originally adopted in 1999 and amended in 2000 and 2001. The City Charter requires that the City Council review the Comprehensive Plan every five years to ensure that it reflects the community's current and future needs. This 2015 Update incorporates elements of the 2001 Comprehensive Plan and introduces new concepts and ideas to reflect local and regional trends impacting the City and the City's long-term vision for the future. The project is located throughout the City of Saratoga Springs, New York.
