Applicant proposed to use rock rip rap for shoreline stabilization along 150 feet of Oneida Lake shoreline. Rip rap will be placed on geotextile filter fabric for stabilization. A floating turbidity curtain will be used to isolate the work area and prevent any turbid discharge into the lake. Project location is on the south shore of Oneida Lake in the town of Sullivan.

Applicant proposes to use rock rip rap for erosion stabilization along 180 feet of Seneca River shore line. The toe of the rip rap will be keyed in approximately 18 inches to the river bed, and filter fabric will be used as a stabilized base to lay the rock on. A deck, on driven pile supports, will be built along 16 feet of shoreline, 14 feet deep, with 4 feet extending over the river. A floating turbidity curtain will be used to prevent turbid discharge into the river.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 489,600,000 GPD of water for operation of the Nine Mile Point Nuclear Station. The Unit 1 at the facility has been in operation since 1969 and Unit 2 has been in operation since 1988. No changes in current operations are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that permit renewals, and the issuance of "initial permits" under ECL section 15-1501.9 as implemented by 6 NYCRR 601.7, are Type II actions and not subject to SEQR. Nine Mile Point is a two unit boiling water nuclear reactor with a total electrical generation output of approximately 1800 MW. The facility uses water withdrawn from Lake Ontario for cooling with the intake structure for the facility regulated under SPDES permit 7-3556-00013/00001.
