Project Description:

The Division of Homeland Security and Emergency Services (DHSES) has leased 722 (+/-) acres at the former Oneida County Airport (OCA) and is proposing a long-range plan to develop a training center for first responders. Four hundred fifty-five (455) acres of the parcel includes grassland habitat which supports two (2) State-listed threatened bird species - the Northern Harrier (Circus cyaneus) and the Upland Sandpiper (Bartramia longicauda).

The project will involve permanent impacts to 11.8 acres of the grassland habitat which may affect the above mentioned species.

To mitigate for these impacts, DHSES proposes to follow a proscribed program of mowing which will allow for a variety of grassland cover types and heights for foraging, breeding and nesting. Two areas, totaling approximately 50 acres, will be protected in perpetuity from any future development. Impacts to these two breeding and nesting areas will be minimized by delineation markers, restricting activities during nesting and breeding season - May 1 through August 1- and by informational signage to raise awareness of the species presence on site.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to develop and operate a 5.5 acre surface sand mine within a 29.0 acre parcel identified as tax ID number 46.004-1-16. The project site is on property owned by Stauffer Farms LLC and lies approximately 750 west of the Peru Road, roughly 1.75 miles north of US Highway 11B. The mine is intended to operate as a traditional surface mine extracting sand for use as free stall sand on the farm. The majority of the soils on site are Adams loamy fine sand with some Stockholm loamy fine sand. Mining is not proposed to take place below the local water table. Excavation will be done by mechanical equipment, standard for sand mining operations and for removal of material from a bank face. Mining is proposed to remove approximately 150,000 cubic yards of sand over the estimated 15 year operational life of the mine. Material will generally be mined and screened for stockpiling on-site. Final reclamation will restore the site to agricultural use. Mined areas will be graded and stockpiled topsoil will be spread around the edges, and seeded with a warm season grass mixture approved by the Department of Environmental Conservation. The reviewed life-of-mine area is 5.5 (LOM) acres.
