Project Description:

The New York State Department of Environmental Conservation (DEC) proposes larval sea lamprey control in the Poultney River by application of the chemical lampricides TFM-HP or the combination TFM-HP/niclosamide. The purpose is to reduce larval sea lamprey numbers between the Carver Falls Dam and the River mouth in order to reduce the parasitic sea lamprey population in Lake Champlain, thereby reducing lamprey-caused wounding and death rates to lake trout, landlocked salmon, and walleye. The proposal is part of a broader sea lamprey control program for Lake Champlain, pursued cooperatively with the United States Fish and Wildlife Service (USFWS) and the Vermont Department of Fish and Wildlife. Because the Poultney River forms the border between NY and Vermont in the stretch proposed for treatment, the USFWS is also concurrently applying to Vermont permitting agencies. The following NYS regulated freshwater wetlands are located within the river corridor: WH-1, WH-2, WH-3, WH-4, WH-5, WH-6, WH-7, TH-13 and TH-14. These wetlands are designated as Class 1 except for WH-6, TH-13 and TH-14 which are Class 2.

As proposed, the Poultney River will be treated this fall with lampricides only if wounding rate objectives on walleye or salmonids in Lake Champlain are not achieved, and then only if viable alternatives to lampricides are not available. The proposed permit would authorize two separate treatments of the Poultney River; a second, subsequent treatment would also be dependent upon the availability of feasible alternatives to lampricide use and achievement of wounding rate objectives on walleye and salmonids.
