Negative Declaration

Greene County - The New York State Department of Corrections and Community Supervision (NYS DOCCS), as lead agency, has determined that the proposed Coxsackie Correctional Facility: Provide Cell Block and Storage Addition will not have a significant adverse environmental impact. The action involves the proposed construction of a new 56 unit cell block, quarter master/records addition, associated utilities and driveway. The new 56 unit cell will replace two existing buildings which are beyond useful life. Upon construction completion, the existing buildings will be demolished. In addition, a temporary construction access driveway will be constructed. The majority of the temporary driveway will be installed on existing site driveways. The temporary storage area/construction yard and driveway will be removed upon project completion in areas where a driveway is not currently present. The project is located at 11260 Route 9W in Coxsackie, New York.

Otsego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Zupan-Barnes Mine will not have a significant adverse environmental impact. The action involves a proposal by the applicant to modify a previously permitted 70 acre sand and gravel life-of-mine. The permit modification is for the importation of clean, well-composted manure and feed refusals, for on-site manufacturing of topsoil. There is existing on-site portable screening. The project is located at 957 County Highway 1 in Unadilla, New York.

Positive Declaration and Public Scoping

Rensselaer County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed West Wind Farms Mining Modification, may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until the close of business on July 24, 2015. Copies of the Draft Scoping are available for review at the NYS DEC Region 4 Headquarters, 1130 North Westcott Road, Schenectady, NY 12306, Phone: (518) 357-2452; the Town of Schaghticoke Town Hall, 290 Northline Drive, Melrose, NY and the Arville E. Diver Memorial Library, 136 Main Street, Schaghticoke, NY.

The action involves the addition of 101.85 acres to an existing 8.6 acre life of mine, for a new life of mine area of 110.47 acres, and a proposal to lower the mine floor by 10 feet (from 350 feet amsl to 340 feet amsl).

The project is located in the Town of Schaghticoke, New York.
