Project Description:

The applicant proposes to modify a portion of the 100 foot adjacent area of Freshwater Wetland WR-27 (Class I) in order to complete construction of a 57,000 square foot steel frame building on a 7.3 acre site. Construction of the building was reportedly halted shortly after the start of initial construction activities in 1986; the steel frame structure remained unfinished since that time. The completed building is proposed to be used for light industrial/manufacturing purposes. Activities proposed within the adjacent area include excavation, filling and grading for construction of a portion of paved parking area, septic system with septic tank and pump chamber, gravel access drive, and stormwater detention basin. No disturbance within the wetland is proposed. The total area of disturbance to the adjacent area is 0.62+ acre. The project is located at the intersection of Bellvale Road and Lake Station Road.

The American Yacht Club proposes disturbance to tidal wetlands, excavation within navigable waters, and excavation within a Coastal Erosion Hazard Area, associated with the dredging of the existing marina to the following elevations - approximately 86,316 square-feet to be dredged to elevation -10.0', 10,288 square-feet to be dredged to elevation -8.0', and 8,430 to be dredged to elevation -6.0'. The increased depths are proposed to allow larger draft boats to use the facility. An area of ledge rock approximately 10-feet by 20-feet, in the vicinity the existing jib crane, is proposed for removal. All material will be disposed of at the USEPA Western Long Island Sound Dredged Material Disposal Site.
