Negative Declaration

Dutchess County - The City of Poughkeepsie, as lead agency, has determined that the proposed Alienation of Wheaton Park will not have a significant adverse environmental impact. The City of Poughkeepsie is desirous of selling the property to a private entity in order to (1) preserve, rehabilitate and restore the Pelton Mansion, (2) provide economic development for the Community, and (3) provide capital improvement from the proceeds of the sale in other more utilized parks. The project is located at 36 North Clover Street in the City of Poughkeepsie, New York, .

Dutchess County - The Pine Plains Town Board, as lead agency, has determined that the proposed Local Law 2 of 2015 Enacting Certain Zoning Amendments to the Zoning Local Law of the Town of Pine Plains will not have a significant adverse environmental impact. The action involves the proposed update of the Town of Pine Plains' zoning law. In 2009, the Town of Pine Plains enacted its first comprehensive zoning local law. After having over five (5) years to utilize the provisions of the zoning local law, the Town has developed a list of revisions which are intended to further its purposes consistent with the Town's adopted Comprehensive Plan, add certainty to the procedural review process, and reduce ambiguities in the substantive provisions of the zoning local law. The amendments include revisions to the following: affordable housing section, by revising the standards for affordable dwellings and the regulations applicable to income qualifications; clarification of the role of the Code Enforcement Officer in the application review process; authority to allow Code Enforcement Officer to issue sign permits; refinement of regulations related to accessory structures and uses, e.g. dumpsters; clarification of yard and setbacks; and other revisions. The project is located throughout the Town of Pine Plains, New York.

Orange County - The Town of Wallkill, as lead agency, has determined that the proposed Town of Wallkill Water System Interconnections will not have a significant adverse environmental impact. The action involves the connection of the Town of Wallkill Consolidated Water District #1 with the City of Middletown Water System and the Village of Goshen water system for purposes of emergency preparedness and redundant water supply source(s).

Project work entails the construction of a valve pit and meter box and extensions of the respective systems up to 250 feet apart or as required. All work is to be performed in public Right-of-way. Intermunicipal agreements for the use and sharing of water under emergency conditions have been prepared and adopted by the Town of Wallkill, City of Middletown, and Village of Goshen. The project is located at several locations along the Town of Wallkill, New York municipal limits.

Ulster County - The Town of Gardiner Planning Board, as lead agency, has determined that the proposed Ohioville Acres Development Project - Central Community Disposal System will not have a significant adverse environmental impact. The action involves a proposal for an alternative sanitary waste disposal for the approved 133 lot residential subdivision located on 265 undeveloped acres. The previously reviewed and approved subdivision was designed for 133 individual septic systems, one on each lot to be maintained by the owner of record. In collaboration with the Ulster County Department of Health, the applicants have submitted a revised waste disposal system design consisting of a central community sewage disposal system which provides for a grey water collector system and 15 managed subsurface disposal fields. The community system will be established as a sanitary sewer district pursuant to New York State Town Law which will operate and maintain all system components. The proposed system eliminates potential surface water discharges to area streams and reduces the overall energy and resource costs of wastewater treatment. The project is located at NYS Route 32 and Ohioville Roads in the Town of Gardiner, New York.

Ulster County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Bluestone Wild Forest Unit Management Plan Amendment will not have a significant adverse environmental impact. The action involves the adoption of an amendment to the Bluestone Wild Forest Unit Management Plan. Actions in the amended plan consist of new trail construction, trail re-routes as appropriate, management of Onteora Lake as a warm water recreational fishery, and the classification of lands to be included in the unit. The project is located in the Town of Kingston, New York.
