Project Description:

The re-use of herbicides by National Grid (formerly Niagara Mohawk) Power Corporation in regulated freshwater wetlands and adjacent areas in counties across the state as part of its annual right-of-way maintenance program. National Grid proposes to use a glyphosate-water mix for cut stump treatment, a glyphosate-surfactant mix for low-volume selective foliar spray application, and a glyphosate-surfactant drift agent mix for hydraulic low volume treatment from a vehicle. All pesticides used shall have the appropriate mixing directions on the label for each type of treatment. Treated State wetlands have been approved within the original permit and its subsequent modifications, except for the following wetlands, subject to Notice:

Project Description:

The applicant proposes work within the Genesee River and federally-regulated wetlands associated with the replacement of the Portageville Railroad Bridge with a new single-track, arch railroad bridge located about 75 feet south of the existing bridge. Upon construction of the new bridge the old bridge and support piers within the Genesee River would be removed. Demolition activities within the river will temporarily impact approximately 0.3 acre of the river bed and up to approximately 185 linear feet of the stream bank. This includes approximately 5,230 square feet of temporary causeway fill and 6,545 square feet of existing bridge pier removal. In addition, about 0.03 acre of federally-regulated wetlands will be filled on the western approach. A stormwater pollution prevention plan has been prepared and will be implemented in accordance with the State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activities.
