The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from Hyman Hemispheric, LLC for a site known as Frederick Street, site ID #C704057. This site is located in the City of Binghamton, within the County of Broome, and is located at 67 and 73 - 79 Frederick Street and 61 and 105 Montgomery Street. Comments regarding this application must be submitted no later than June 26, 2015. This site is located in the City of Syracuse, within the County of Onondaga, and is located on Cortland, W. Taylor, Oneida, Clinton, Salina and Tallman Streets. Comments regarding this application must be submitted no later than June 26, 2015. Negative Declaration

Onondaga County - The Town Board Town of LaFayette, as lead agency, has determined that the proposed Lafayette Byrne Dairy (Zone Change and subdivision) will not have a significant adverse environmental impact. The action involves the subject property located along Route 20 West in the Town of LaFayette. A zone change from a Hamlet District to a Commercial Planned Development District, and the subdivision of 7 acres of the 30.42 acre lot is proposed as part of the development. Construction activities will include the erection of a roughly 7,000 square foot grocery store and fueling facilities, along with associated parking, landscaping, and stormwater management areas. A septic system and water well will also be installed as part of the project. The project is located on Route 20 West (west of the McDonald's at 5961 U.S. 20), Town of LaFayette, New York.

Onondaga County - The Town of Marcellus Town Board, as lead agency, has determined that the proposed Local Law No. A-2015 - Amending the Town of Marcellus Zoning Law of 2009 to Amend Requirements of Permitted Accessory Buildings in Residential and Agricultural Zones Within the Town of Marcellus will not have a significant adverse environmental impact. The Said Local Law amends and clarifies certain requirements related to accessory buildings in residential and agricultural zones in the Town of Marcellus including eliminating accessory buildings as a permitted use in R-1 Districts but allowing accessory buildings as an accessory use in R-1 Districts and eliminating the need for a special permit for certain accessory buildings in Agricultural Zones. The project is located Town of Marcellus R-1 Residential zone; R-2 Residential zone; R-4 Residential zone; A-1 Agricultural zone.

Oswego County - The Town of Granby, as lead agency, has determined that the proposed Water Service Area #6A will not have a significant adverse environmental impact. The action involves the installation of an 8-inch diameter water main and associated appurtenances (e.g., hydrants, valves, etc.) associated with Water Service Area #6A located along the following roadways within the Town of Granby [in addition, the approximate linear footage (LF) and equivalent dwelling units (EDU) are provided below]:

  • County Route 55 - 13,800 LF / 54.4 EDUs
  • County Route 8 / Merritt Road - 16,600 LF / 63 EDUs
  • Wybron Road - 6,300 LF / 30 EDUs
  • South Granby Road - 2,300 LF / 7 EDUs
  • Sharp Road -1,700 LF / 18 EDUs
  • Leo Mar Drive - 1,400 LF / 11.5 EDUs

In total, Water Service Area #6A will consist of approximately 42,100 LF of piping servicing an estimated 184 EDUs. The pipeline will be installed within existing roadway rights-of-way and will connect to an existing water main system operated by the Onondaga County Water Authority (OCWA). The project will be supplied water from the OCWA water storage tank located in Water District #3; no new storage tanks will be constructed. The project is located in the Town of Granby, New York, roadway locations as noted above.

Tompkins County - The Town of Ithaca Planning Board, as lead agency, has determined that the proposed Amabel Pocket Neighborhood Project will not have a significant adverse environmental impact. The action involves Subdivision Approval and a Recommendation to the Town Board regarding a Rezoning for the Amabel Subdivision, located at 619 Five Mile Drive (NYS Route 13A), Town of Ithaca Tax Parcel No.'s 31.-2-28 and 31.-2-6 (portion of), Low Density Residential Zone. The proposal involves the development of a clustered subdivision that consists of 30 total lots, with 28 new single-family residential home lots, one parcel that contains an existing residence and one parcel to be maintained as community open space. The project also includes the construction of 43 parking spaces, walking paths, a community garden, a children's play area, landscaping and stormwater facilities. The project is located at 619 Five Mile Drive in the Town of Ithaca, New York.
