Location: Linear project from the Tupper Lake Train Station along an existing rail bed to the Civic Center, Woodsman Park, the Village of Tupper Lake, villages parks, schools, the Adirondack Museum and other areas of interest within the Village of Tupper Lake, New York.

Project Description: The Tupper Lake Multi-Use Trail connector and involves the construction of an 8 foot wide shared use trail along on a former railroad bed, on some sections of private property and along short sections of local and state roads. The project involves some minor improvements to local and state roads within the project limits. The trail will provide connectivity to the train station, the Village center, parks, schools, the Adirondack Museum and other local destinations of interest. Part of the trail will be along NYS Route 3/30 and will involve minor wetland impacts to undertake this project.

Negative Declaration

Essex County - The Town of Essex, as lead agency, has determined that the proposed Town of Essex 2015 Additional Zoning Amendments - Supplemental Full Environmental Assessment Form (EAF)will not have a significant adverse environmental impact. The "Action" triggering this further SEQRA review is a set of zoning law amendments formalized in 2012 and then supplemented in 2014-2015 with further proposed changes. In 2012, the Essex Town Board identified the zoning law change as a Type I action under SEQRA based on its review of the thresholds set forth in 6 NYCRR §§ 617.4 and 617.5. A Full EAF (Parts 1, 2, &3) was prepared in April, 2012 and updated July 12, 2013. On July 19, 2012 the Essex Town Board adopted a resolution issuing a SEQRA Negative Declaration regarding the proposed changes in the Zoning Law.

This supplemental Full EAF describes four additional amendments to the Zoning Law proposed by the Town of Essex after their 2012 issuance of a Negative Declaration.
