Negative Declaration

Onondaga County - The Town of Marcellus Town Board, as lead agency, has determined that the proposed Local Law No. A-2015 - Amending the Town of Marcellus Zoning Law of 2009 to Amend Requirements of Permitted Accessory Buildings in Residential and Agricultural Zones Within the Town of Marcellus will not have a significant adverse environmental impact. The action involves: Said Local Law amends and clarifies certain requirements related to accessory buildings in residential and agricultural zones in the Town of Marcellus including eliminating accessory buildings as a permitted use in R-1 Districts but allowing accessory buildings as an accessory use in R-1 Districts and eliminating the need for a special permit for certain accessory buildings in Agricultural Zones. The project is located in the Town of Marcellus R-1 Residential zone; R-2 Residential zone; R-4 Residential zone; A-1 Agricultural zone.

Ontario County - The Village of Naples, as lead agency, has determined that the proposed Village of Naples Municipal Sewer Project will not have a significant adverse environmental impact. The action involves the construction of a municipal sanitary sewer system to serve part of all of the Village of Naples consisting of sanitary sewer installation, pump stations and treatment systems. The project is located in the Village of Naples.

Notice of Acceptance of Draft EIS and Public Hearing

Ontario County - The Town of Victor Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Victor Crossing - Requested Modification to SEQR Findings and Approvals. A public hearing on the Draft EIS will be held on June 9, 2015 at 7 p.m. at the Victor Town Hall, 85 East Main Street, Victor, NY 14564. Written comments on the Draft EIS will be accepted until July 2, 2015. A hard copy of the DEIS is available at the Victor Town Clerk, 85 East Main Street, Victor, NY 14564. The online version of the DEIS is available at the following publically accessible web site: www.victorny.org .

The project sponsor is requesting a change to the hours of operation for the 93-acre commercial shopping center to allow the shopping center to operate between 11 PM and 7 AM, which had previously been restricted by the previous issued SEQR findings and approvals. Existing light poles within the main parking field and along the entrance drive would remain on between the hours of 11 PM and 7 AM while the area behind the buildings would be maintained as shown on the current after-hours lighting plan.

The project will continue to restrict deliveries between 11 PM and 7 AM , which is consistent with the 2006 Findings Statement. The project will also continue to restrict snow plowing behind the buildings between 11 PM and AM, and continue to restrict trash pickup behind the buildings between 11 PM and 7 AM. The project is located on the east side of New York State Route 96 and north of the I-490 intersection with I-90 (NYS Thruway), at Victor Crossing, Commerce Drive, Town of Victor, NY.

The proposed project would develop a mixed use project entitled "Fishers Ridge" on a 95-acre site in the north side of New York State Route 96, just west of Lane Road in the Town of Victor. The proposal includes three phases of development. Phase 1 consists of a 132,200 square foot retail sporting goods anchor, Bass Pro, with an attached 17,400 square foot restaurant, mass grading of the entire site, installation of the stormwater management system, the construction of access roads and the installation of utilities, sidewalks, and landscaping.

Later phases will consist of a 200-room hotel, a mixed-use town center, a multi-family residential complex and several out parcels. The town center would be the heart of the Fishers Ridge community consisting of 248,200 square feet of retail/restaurant uses. 134,300 square feet of office/fitness space and 240 rental, residential units. The project would also include 250 dwelling units in several 3-story buildings with a combination of underground and surface parking. Seven separate out parcels, totaling 35,300 square feet are planned to be developed near the Route 96 frontage on the southern portion of the site. The project is located NYS Route 96, west of Lane Road, Town of Victor, NY.
