Positive Declaration and Public Scoping

New York County (Queens) - The New York City Planning Commission, as lead agency, has determined that the proposed 102-05 Ditmars Boulevard Parking Garage may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until June 29, 2015. A public scoping session will be held on June 18, 2015 at 9:30 a.m. at the New York City Department of City Planning, Spector Hall, 22 Reade Street, New York, NY 10007.

The action involves a proposal by the applicant, LGA Parking LLC, for two special permits in connection with a proposed long-term parking facility intended to serve air passengers from LaGuardia Airport. The first special permit, pursuant to New York City Zoning Resolution (ZR) Sections 74-743(a)(2) and 74-744(c), would allow the location of buildings within a Large-Scale General Development (LSGD) without regard for the applicable yard, height, and setback regulations and allow the modification of sign regulations. The second special permit, pursuant to ZR Section 74-512, would allow the development of a public parking garage structure with a capacity in excess of 150 parking spaces and rooftop parking. In addition, the applicant is seeking to cancel an existing Restrictive Declaration (D-43) and record a new Restrictive Declaration incorporating relevant requirements of the LSGD.

The proposed actions would facilitate a proposal by the applicant to construct a new nine-story 649,000 gross square foot, 2,200 space, long-term public parking garage located on a property at 102-05 Ditmars Boulevard in the East Elmhurst neighborhood of Queens, Community District 3, New York. The project site is within a C4-2 district, and is bounded by the Grand Central Parkway to the north and east, Northern Blvd. to the south, and 93rd and 94th Streets to the west.

Currently, the project site contains a ten-story hotel and a 129,050 gross square foot public parking facility with 410 spaces which is accessed through an existing curb cut located on Ditmars Boulevard. Pursuant to the proposed actions, the parking facility would be enlarged and accessed through an existing curb cut which would be reduced in size, and two new curb cuts that would serve as entrance and exit points located on Ditmars Boulevard.

Absent the proposed action, the project site would remain in its existing condition.

The proposed project is expected to be completed by 2018.

New York County (Manhattan) - The New York City Department of Sanitation, as lead agency, has determined that the proposed DSNY M6/6A/8 Garage, Borough Command & Adjacent Development Parcels may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted for at least 10 business days following the Public Scoping Meeting. A public scoping session will be held on June 22, 2015 from 6:00 p.m. to 9:00 p.m. at the Hospital for Joint Diseases, 301 East 17th Street, Loeb Auditorium, New York, NY 10003. The Draft Scope of Work is available on DSNY's website at: www.nyc.gov/sanitation or from the project's contact person listed below. The Public Scoping Meeting will receive oral and written comments on the Draft Scope of Work, which presents methodologies for studying the project's environmental impacts, notably with respect to land use, zoning and public policy, traffic, noise, air, neighborhood character, shadows, and urban design.

The action involves the redevelopment of the current Brookdale Site - Health Sciences Campus of Hunter College which is being vacated for a new facility. On a site of approximately 86,450 square foot, the City of New York proposes to site a New York City Department of Sanitation (DSNY) garage complex of approximately 336,900 gross square foot to house the equipment and support services for Manhattan Districts 6, 8 and Broom Depot 8A and the Manhattan Borough Command office. The facility will enable DSNY to vacate severely undersized facilities, achieve operating efficiencies, and cease storing equipment on public streets. The remainder of the sites, two parcels of 46,638 square foot and 52,230 square foot, respectively, would be redeveloped for commercial and residential uses, pursuant to a request for proposals to be managed by the New York City Department of Economic Development to further New York City's economic development and affordable housing objectives. Required approvals include Uniform Land Use Review Procedure approvals for site selection for a City capital project, rezoning part of the site to M1-5 and the rest to C6-4, certain bulk waivers, approvals for bonus floor area for a plaza and for affordable housing, and other approvals from the New York City Planning Commission. The project's completion year would be 2022.

The project is located at 425 East 25th Street Manhattan, New York.
