Project Description:

The applicant proposes to construct a water main per the project plans within the 100 foot regulated adjacent area of DEC Class 3 Wetland WN-1. All work is to be performed in accordance with the submitted plans and the special conditions contained herein.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Sterling Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 28, 2015.

Project Description:

The applicant proposes to increase an existing 20 acre sand and gravel Life of Mine to 31.7 acres within a 246.88 acre parcel south of Lovers Lane and west of County Route 17 in the Town of Williamstown Oswego County. Presently this location is being mined on an approved 20.0 acre Life of Mine. The mine is intended to operate as a traditional surface extraction site including excavation of unconsolidated sand and gravel reserves using a front end loader and backhoe. All mining will occur above the water table and the mine floor elevation will be 581 ft. AMSL. Material will be stockpiled as unprocessed "run-of-bank", or processed with a portable screener. Maximum processing rates for the screening operation will not exceeded 140 tons-per-hour (TPH). Final reclamation will restore the 31.7 acre site to open meadows and agriculture fields. Upland reclamation will include the replacement of stockpiled topsoil, and reseeding and fertilization will create a favorable agricultural soil profile.
