Project Description:

The Department has made a tentative determination to approve plans for the installation of a new reinforced concrete floodwall to protect the sewage treatment plant. The floodwall will be constructed along 1,058 feet of the south side of the Susquehanna River to an elevation exceeding the 100 year flood and its design will create 0.00 increase in flood elevation as demonstrated by a detailed hydraulic study. The floodwall will continue up Fuller Hollow Creek and along Vestal Road and tie into the reconstructed plant. Project plans are available for review in the Cortland Office.

Project Description:

The applicant proposes to develop and operate a 35.8 acre surface sand and gravel mine within an 82.1 acre parcel of land owned by the applicant. The reviewed Life-Of-Mine (LOM) area is 35.8 acres, and the project site is located on the east side of Sanford Road, 1.8 miles south-southwest of the hamlet of Martville. The mine is intended to operate as a traditional surface extraction of the Alton cobbly loam and on 0 to 8 percent slopes, with minor inclusions of Palmyra, Howard and Alton soils on 8 to 25 percent slopes. Mining is not proposed from below the local water table. Excavation would be done by using a tracked excavator and rubber tired loader, removing approximately 1,400,000 cubic yards of sand and gravel over the estimated 20 year operational life of the mine. Sand and gravel would be stockpiled as unprocessed, or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 200 tons-per-hour (TPH). Final reclamation would restore the site to a 35.8 acre uniformly graded meadow as described and depicted by the revised Mining Reclamation Plan and accompanying narrative received on May 4, 2015.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to approve the modification and reissuance of the Onondaga County Health Department mosquito control permit. Modification includes authorization of aerial application of adulticides prior to declaration of a public health emergency when there is a substantial peak in mosquito activity earlier in the season. This increase in mosquito activity precedes an upsurge in virus activity and increases the potential for occurrence of human cases of mosquito-borne disease (EEE, West Nile, etc.). The remainder of the permit remains unchanged. The NYS DOH also supports this adulticide treatment option.

Project Description:

The Department has made a tentative determination to approve this permittee-initiated modification application for the existing State Pollutant Discharge Elimination System (SPDES) Permit No. NY-0002933.

Emerson Power Transmission Corporation ceased all manufacturing operations at the Ithaca Plant on December 31, 2010. In 2011, the facility eliminated the seasonal boiler blowdown discharges. Boiler blowdown wastewater was discharged through outfall 001. Currently the facility has three outfalls: 001, 01A and 003. Treated groundwater and stormwater are discharged through outfall 001, and stormwater is discharged through outfall 003. Outfall 01A is an internal outfall where the facility monitors treated groundwater.

The permittee has requested changes in the SPDES permit: (1) to eliminate the stormwater monitoring requirements and effluent limitations from outfalls 001 and 003; and (2) keep monitoring requirements limited to outfall 01A for treated groundwater only.

On February 12, 2015, Emerson Power Transmission Corporation submitted a permit transfer application to the Department. Emersub 15 LLC, 8000 W. Florissant Ave., Station 1953, St. Louis, MO 63136 is the current owner and operator of the facility now known as Emersub 15 LLC - Ithaca OU-1.
