Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0071153), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Green Haven Correctional Facility is a maximum security prison. The facility has a surface discharge via Outfall 001 of treated sewage wastewater to the Fishkill Creek, a class C(T) water. Treatment consists of roto press, flow meter, two lagoons, UV disinfection. The following changes to the permit are proposed: Permit pages and conditions have been updated and reflect current permit language, department guidance, format, nomenclature and incorporates the latest general conditions. Sample type for flow has been updated to a recorder. Influent sampling for pH, settle solids and temperature has been removed. The Water Quality Based Effluent Limit (WQBEL) was applied for a daily maximum for UOD limit, monitoring for CBOD5, Nitrogen, and TKN for 6/1 - 10/31. A Technology Based Effluent Limit (TBEL) was applied for CBOD5 (6/1 - 10/31) as an interim limit while upgrades to the treatment plant are completed. A TBEL for 11/1 - 5/31 has been included with a respective DO limit. A WQBEL was applied for a summer and winter ammonia limit. A TBEL for summer and winter will be in effect as an interim limit while upgrades to the treated plant are completed. A temperature management plan and a temperature monitoring locations page have been added. A monitoring locations page has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The project sponsor proposes to build a 2,254 square foot addition to its current 3,850 square foot building to allow for pilot scale research operations to further develop its patented one step Catalytic Fast Pyrolysis technology for converting clean cellulosic biomass product to high commodity benzene, toluene, and xylenes (BTX). The proposed pilot scale research and development (R&D) facility will be located on the PFIZER/Lederle Labs Campus.

New York State Department of Environmental Conservation (NYS DEC) has made determination that the project sponsor is required to obtain a Part 360 Research, Development and Demonstration permit to operate the R&D facility that will use wood flour, which is defined as a waste, as feedstock to the pilot scale project.

Pursuant to Subpart 360-1.13, a Research, Development, and Demonstration permit provides for the operation of the facility for no longer than one year and may be renewed not more than three times. Each renewal period will not exceed one year and will be conditioned upon compliance with Subpart 360-1.13.
