Project Description:

Madison County DOT proposes to remove an existing 16 foot wide concrete culvert where a c(t) branch of the Otselic River runs under Erieville Road in the Town of Georgetown. The structure will be replaced with a 29 foot wide, three sided precast concrete block culvert. Wingwalls and footers will be keyed into the bed and banks to prevent erosion, and erosion controls will be in place to prevent any turbid discharge into the stream. Project location is on Erieville Road approximately 500 feet south of the intersection with Torpy Road in the Town of Georgetown Madison County.

Project Description:

Applicant proposes to build a 90 foot long wall along the shore of Tully Lake for shoreline stabilization. The wall will consist of stacked limestone blocks, and will be approximately 4 feet tall. The entire project will be isolated from the rest of the lake with silt curtain to prevent turbidity from entering the lake. The project is located on the eastern shore of Tully Lake in the Town of Tully.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1400 Million GPD of water from Lake Ontario for operation (cooling water) of the Oswego Harbor Power LLC Facility. The Facility's currently operating units (Units 5 and 6) have been in combined operation since 1980. No changes in current operations are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

The two oil and gas fired generating units, currently operated, each produce 850-megawatts. The plant is located on the Lake Ontario shore at 261 Washington Blvd, Oswego, NY. The facility uses water withdrawn from Lake Ontario for once-through condenser cooling. Water flows into one of three pump houses. Three offshore cooling water intake structures fitted with velocity caps are permitted to operate, withdrawing up to approximately 1,400 MGD of water from Lake Ontario. One intake located, approximately 500 feet from shores supplies cooling water to Units 1-4. Units 1-4 are no longer used to generate electricity, the pumps have been operated in the past under an agreement with the City of Oswego to flush the Oswego Harbor Turning Basin. Units 5 and 6 are each supplied with separate intake structures located approximately 850' and 950' from shore respectively. Additional service water used at the facility makes up the remaining capacity. When the facility is not operating at maximum capacity, or when water temperatures are low (e.g. Winter) only one pump is operated at each unit thereby cutting the intake flow by 50 percent. The cooling water intake for the facility is authorized under a State Pollutant Discharge Elimination System (SPDES) permit - Permit ID NY0002186 with a permit maximum intake of up to 1400 million gallons per day.
