Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 4.32 Million Gallons Per Day (Million GPD) of water from the quarry sump for operation of the Graymont Materials NY Facility. The aggregate production facility has been in operation since 2007. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The applicant proposes to modify an existing sand and gravel mining permit by adding 48 acres to an existing 10.4-acre life of mine for a new 58.4-acre life of mine on an 89.16-acre parcel of land owned by the permittee. A maximum of 30 acres will be open or disturbed at any one time. Reclamation will be concurrent with mining. The estimated life of mine is approximately 20 years. Stormwater will be internally draining and all mining will remain a minimum of 5' above groundwater table. Use of approved crushing and screening activities will continue. The hours of operation will remain Mon - Fri 7:30 AM - 4:00 PM and Sat 8:00 AM - 12:00 PM, with no mining on Sundays or legal holidays. Site will be reclaimed to native grass plantings. The mine is located on the north side of NYS RTE 374, 0.73 miles east of Merrill Rd, in the Town of Plattsburgh, Clinton County.

Project Description:

The Department has prepared a draft permit and made a tentative determination to issue a 10 year permit renewal for the Townsend Leather Company. The only change to the facility noted in this renewal is the addition of a new HAP (Cobalt Compounds) containing product. The facility currently operates under an Air State Facility permit for a leather finishing facility with two spray lines and three hand spray booths. Operations also include a dye house where dye powders are weighed out/prepared. The facility will continue to operate under federally enforceable emission limits to cap out of Title V permitting, National Emission Standards for major sources of Hazardous Air Pollutants, and Reasonably Available Control Technology for Volatile Organic Compounds requirements. The emissions will be tracked on a monthly basis pursuant to 6 NYCRR 201-7.2 and 6 NYCRR 212.10 (d) to verify the actual emissions, and a certification of compliance with these caps will be submitted annually.

Project Description:

The applicant has proposed a new +/- 93.1 acres aggregate mine located on the west side of US Route 4, north of the NYS Route 22 intersection. The proposed mine is a portion of the currently permitted Champlain Stone Fort Ann Quarry. The site was operated as a separate aggregate mine in the past prior to its consolidation with the Champlain Stone Fort Ann Quarry in 2010. Mining activity will involve blasting and excavation of stone and deep rock, as well as crushing and screening using portable equipment. Surface mining of up to 200 feet below the ground surface is proposed with a final reclamation objective of a surface/groundwater fed pond. Mine operations will entail the use of off-road dump trucks to transport mined material to the processing area. The processing area will encompass approximately 5 acres and be situated within the eastern portion of the mine.
