Negative Declaration

Orange County - The Orange County Legislature, as lead agency, has determined that the proposed Orange County Airport Runway 3-21 RSA Improvement Project and Goshen Wetland Mitigation Site will not have a significant adverse environmental impact. Runway 3-21, Orange County Airport's (MGJ) primary instrument runway, is 5,006 feet long and 100 feet wide with 25 foot paved shoulders. The original 150 foot concrete runway, constructed by the U.S. Army Air Corps in 1942, is currently overlain with an asphalt surface dating back to approximately 1986. There is a threshold displacement of 300 feet on Runway 3 due to an obstruction, resulting in only 4,706 feet of runway being available for landing from the south. Immediately abutting the Runway 3 end (south) and occupying the RSA is the Wallkill River. The Airport Master Plan Update in 2004 and the Finding of No Significant Impact (FONSI) issued for the Environmental Assessment in 2008 determined there is a need to improve safety by increasing the runway safety area to meet current FAA Requirements. The existing runway would be realigned via clockwise rotation and shifted approximately 1,000 feet to the northeast. Standard 1,000 foot long by 400 foot wide safety areas would be provided on both runway ends. The existing Runway 3 displaced threshold would be eliminated and the entire runway length would be available for all operations in either direction. Tree clearing (obstruction removal) is also proposed with the new runway alignment. Because existing wetland at MGJ would be impacted a wetland mitigation site (land owned by Orange County) is being developed to provide for mitigation of these impacts in anticipation of wetland permit conditions The project is located at 500 Dunn Road in Montgomery, New York and 22 Wells Farm Road in Goshen, New York.
