Project Description:

The applicant proposes a new 19-acre life of mine with an initial 4.6 acre effected area, sand, gravel, and limestone mine on a 100-acre parcel of land owned by the permittee. A maximum of 5 acres will be open or disturbed at any one time. Reclamation will be concurrent with mining. The estimated life of mine is 30 years. All mining will remain a minimum of 5' above groundwater table.The stormwater will be internally draining in the excavated areas. Use of on-site processing with motorized screening and crushing equipment is proposed. The proposed hours of operation are Monday-Friday 8:00 AM to 5:00 PM, and Saturday from 8:00 AM to 1:00 PM. No mining will occur on Sunday or Legal Holidays. The site will be reclaimed to native grass plantings, suitable for residential development or revert back to a forested area. The mine is located north of NYS Rte 22 and South of the Boquet River, in the Town of Willsboro, Essex County.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant requests a Water Quality Certification for the continued operation and maintenance of the existing Chasm Falls Hydroelectric Project located on the Salmon River in the Town of Malone, Franklin Co. The project has a generating capacity of 3.35 MW. The Water Quality Certification is part of the Federal Energy Regulatory Commission (FERC) relicensing, Project # P-7320. The project would be run in accordance with applicable provisions of the Chasm Project Settlement Agreement. The settlement includes the following: maintain a base flow of 70 CFS or inflow to the impoundment, whichever is less), and a seasonal bypassed reach flow of 15 CFS May 1 - October 1 and 23 CFS Oct 2 - April 30. A draft WQC is available for public review at the Region 5 Headquarters.

Applicant proposes continued aquatic herbicide management on Glen Lake using aquatic herbicide Aquathol K (active ingredient: Dipotassium salt of endothall) to control Illinois pondweed and Eurasian watermilfoil in the inlet and other isolated areas of the lake. Treatment area to encompass +/- 22.57 acres and include portions of regulated Freshwater Wetlands GF-15 (Class 1), GF-18 (Class 2) and GF-21 (Class 2) and their regulated adjacent areas.
