Project Description:

The applicant proposes operation of a light industrial manufacturing facility which includes electron beam coaters, industrial gases, processing, and coolant systems. The project requires two DEC permits - State Pollutant Discharge Elimination System (SPDES) and Air State Facility.

The air permit is for the emission sources associated with applying engineered coatings to turbine parts. Emission sources at the facility include plasma and ceramic coaters, a central vacuum, and two evaporators. The facility is subject to limitations on particulate emissions, pursuant to 6 NYCRR Part 212. Cartridge and HEPA filters are used to reduce particulate emissions from the coaters.

A State Air Facility Permit has been drafted and is available for review at the DEC Region 3 headquarters in New Paltz.

A State Pollutant Discharge Elimination System (SPDES) discharge of 5000 gallons per day of treated non-contact cooling wastewater to a tributary to Masonic Creek, NYS Waters Index # H-139-13-51-3A, a class B water. No Water Treatment Chemicals are currently proposed for use; a non-chemical system will be used to treat wastewater for scale prevention, bacterial control, and corrosion control. There is no proposed physical disturbance of the receiving waterbody bed or banks as the discharge will be to an existing stormwater conveyance system.

A SPDES permit NY 0280917 has been drafted with DEC-proposed effluent limits and monitoring requirements. The draft is available for review at the DEC Region 3 headquarters in New Paltz.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 22, 2015.
