Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air Title V Renewal for Albert Einstein College of Medicine of Yeshiva University, an existing medical educational institution. AECOM operates four mid-size boilers < 100 MM Btu/hr, firing both natural gas and #2 fuel oil, two 4.1 MM Btu/hr each small-size Federal boilers <10 MM Btu/hr firing natural gas, two 8.4 MM Btu/hr each small-size Federal boilers <10 MM Btu/hr dual fuel firing natural gas and #4 fuel oil, sixteen bulk oil storage tanks, approx. 350 fume hoods, and thirteen emergency generators. The four main mid-size boilers are limited to 135 tpy of NOx and 140 tpy of SO2 emissions.

The facility has four engine generators (900KW to 1750 KW) that are large stationary internal combustion, lean burn, and compression ignition. The facility has discontinued the use of the four emergency generators into NYISO's coordinated demand response program (CDRP), they are reverted to emergency only use. Each of these emergency engine generators will be operating up to a maximum of 500 hours per year in accordance with 6 NYCRR 201-3.2(a). The capping of the NOx emissions of 22.5 tpy from these engine generators has been removed from the permit, and are limited to operating a maximum of 500 hours/year each.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Article 19 Air State Facility

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit renewal for an existing fuel terminal. The Hess Co. terminal located on the SW side of E149th St, adjacent to the NW bank of the East River was purchased by Buckeye Terminals LLC. This facility is used for the storage, transfer, and blending of petroleum hydrocarbon liquids including distillate and residual fuel oils. The facility operates fuel oil and asphalt aboveground tanks, boilers, engines, truck loading rack, marine loading dock, and office buildings.

The application includes a modification of two Rockmill MP-800 boilers to fire natural gas or No.2 fuel oil. The No.6 fuel oil process is removed from the proposed permit. The facility NOx emissions from combustion sources are limited to 24.9 tons per year. Records demonstrating compliance with this cap will be kept in accordance with the permit special conditions. The facility is subject to the provisions of State Facility requirements specified under 6NYCRR 201-7. The ASF permit contains a listing of the applicable federal, state, and compliance monitoring requirements for the facility.

The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Project Description:

Applicant proposes to operate a temporary dewatering system to facilitate the construction of combined sewers and water mains at 69th Street area in Woodside, Queens with a maximum withdrawal of 3,600,000 gallons per day. Pumped groundwater is to be directed to existing 141" combined sewer in 69th Street which discharges to the Bowery Bay WWTP.
