Project Description:

The applicant proposes to dredge approximately 500 cu. yds. of accumulated sediment from a 0.3 acre pond to reach the underlying sand/clay substrate and restore pond depths to approximately 3 feet. The dredged material is proposed to be dewatered on-site prior to being transported to an approved upland location. The purpose of the project is to restore depths and improve the water quality of the pond. The proposed project is located in Plandome Pond at Plandome Pond Park at Bourndale Road North and Brookwold Drive in Manhasset, Town of North Hempstead in Nassau County, NCTM# 3-F01-31.

Project Description:

The Department has tentatively approved the application of Cedar Graphics Inc. to "cap" its emissions of Volatile Organic Compounds (VOC) and Total Hazardous Air Pollutants (Total HAP) below the applicability thresholds of Title V of the Clean Air Amendments by removing one printing press and its associated emission point from operation at the Cedar Graphics IGI facility, and accepting limits which will cap emissions of VOC and Total HAP at 22.5 tons per year. By accepting these state and federally enforceable limits, Cedar Graphics IGI will not be subject to Title V, and the permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits.

This facility is a commercial offset lithographic printing facility which now consists of one (1) emission unit consisting of five (5) offset lithographic printing presses.

Operations include ultraviolet curing for imparting a glossy finish on paper, a waste liquid tank (both exempt activities), and a preparation room with photographic processing and proofing equipment, which is a trivial activity recognized under 6NYCRR 201-3.3(c)(22). The main building contains the presses, offices, and overall operations of the facility, and the warehouse contains the UV coater and storage. The warehouse contains 9 identical ceiling mounted natural gas fired infrared radiant tube heaters, and there are 13 heat/ventillation/air conditioning units that provide gas fired (comfort/non-process) heat.
