Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0022411), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). The Village of Silver Creek WWTP discharges treated wastewater through Outfall 001 to Silver Creek, a class C(T) water. The facility has a design flow of 0.75 mgd. Treatment includes screening, comminutors, aeration, clarification and disinfection with chlorine gas. Sludge is digested and hauled to the V-Westfield for disposal. The following changes to the permit are proposed: Pollutants subject to a more stringent water quality based effluent limit. The percent removal for BOD5 and TSS will be set at the requirements for secondary treatment. Interim limits are provided for pollutants that are more stringent or is new. The interim limits provided will last 3 months after the completion of construction. Low priority mercury minimization program has been added.

Project Description:

Annual removal of approximately 1,167 cubic yards of accumulated sediment, to an elevation above Lake Erie's mean high water mark of 573.4 IGLD85, from an area approximately 150 ft. x 70 ft. Sediment will be removed by an excavator working from the United States Department of the Army, Corps of Engineers west breakwater and will be placed at a location at the facility, upland of the State regulated Natural Protective Feature Area and eventually used in the facility's boatyard and roads.

The moorings will be placed each spring and removed each fall. The Department has prepared a draft permit and has made a tentative determination to issue a Mined Land Reclamation permit for the excavation of approximately an 9.9 acre expansion of the previously permitted 435.3 acre Redland Quarries NY Inc. Lockport Quarry. No changes in operating procedures or reclamation objective are proposed. The expansion will consist of adding additional reserve land adjacent to the existing quarry on a parcel in the City of Lockport. The quarry is located in the Town of Lockport and City of Lockport.
