Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Title V permit for Auburn Sanitary Landfill No. 2 (DEC I.D. 7-0501-00042). This facility is a municipal landfill and is subject to EPA federal regulation 40 CFR 60 Subpart WWW - Standards of Performance for Municipal Solid Waste Landfills as well as New York State's air regulations. This permit modification incorporates the co-located Auburn Landfill Gas Generators facility's Title V permit into the existing landfill Title V permit including two identical 1 megawatt landfill gas engines. The landfill gas engines are subject to EPA Federal Regulation 40 CFR 60 subpart JJJJ - Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

Applicant proposes to use sheet piling for shore line stabilization along 140 feet of Skaneateles Lake in the town of Spafford. Four inch diameter steel pins will be drilled into the bedrock, and will be secured in place with grout. A horizontal beam will be welded to the pins and steel sheet piling will be attached to create a stabilized vertical wall. The new structure will be built on the lakeward side of the existing shoreline approximately 18 inches. All work will be done in the dry during low water, with necessary turbidity controls in place.

The applicant proposes to fill 0.6 of an acre of the regulated adjacent area of DEC Class 1 Wetland OE-58 with clean native soil fill excavated from other areas of the applicant's facility. The amount of fill placed within the wetland will be limited to a maximum height of 15 feet, and the fill area will have 1 to 4 slopes. There will be no loss of actual state regulated wetlands. The total project fill site is less than 2 acres in size.
