Negative Declaration

Chenango County - The City of Norwich, as lead agency, has determined that the proposed Norwich Heritage Block Redevelopment Project will not have a significant adverse environmental impact. The adoption of a downtown revitalization program that focuses on the one-block area known as the "Heritage Block" located in the central business district of the City of Norwich. The project area is bounded by North Broad Street on the west, Lackawanna Avenue on the south, and Mechanic Street on the north in the City of Norwich, New York.

The project involves the repair and rehabilitation of several deteriorated commercial structures for the purposes of mixed use development, as well as the redesign and redevelopment of the interior parking area, including resurfacing, streetscaping, and storm water improvements.

This project is intended to address a source of visual and physical blight as well as address significant health and safety issues related to deteriorated private and public structures and facilities.
