Project Title: Clearwater Lake Dam Reconstruction

Location: Clearwater Lake Road in the Town of Horicon, New York.

Project Description: The project is the replacement of a circa 1960s dam which breached in 2004. The new dam will not result in an increase in the area of the original impoundment.


Negative Declaration

Franklin County - The Harrietstown Planning Board, as lead agency, has determined that the proposed LS Marina LLC - Demolition of Boathouses; Installation of Docks will not have a significant adverse environmental impact. The action involves the renovation, removal and replacement of portions of the existing marina operation currently known as "Crescent Bay" or "Duso's" on three (3) parcels of land adjacent to Lower Saranac Lake; principally the removal of existing dilapidated boathouses and replacement of 162 existing docks with 292 covered boat slips. Some uses previously active at the site will be discontinued while launch facilities for use by paying marina patrons will remain. Existing marina parking will be redeveloped and some new parking areas will be created. Boat wash facilities will be added to help prevent the spread of invasive species to the Lake. Existing municipal water service will continue to be utilized and composting toilets will be installed for use by marina customers. The Project site is located within the B-3 zoning district in which commercial marinas are a permitted use. Site Plan approval from the Planning Board is required. The Main Marina is located at 4899 NYS Route 3 (two parcels) and Annex facility is at 498 Lake Street in Saranac Lake, Town of Harrietstown, New York.

Saratoga County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS DOT PIN # 1236.25 will not have a significant adverse environmental impact. The action involves the replacement of the NYS Route 29 Bridge over Fish Creek (BIN # 1020680). The project objectives are to improve the hydraulic opening and restore the crossing to a condition which provides a minimum 75 year service life, using cost effective techniques to minimize the life cycle cost of maintenance and repair. The project is located on NYS Route 29 over Fish Creek in the Town of Saratoga, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Essex County - The Adirondack Park Agency (APA), as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Map Amendment 2014-03 (Town of Wilmington). A public hearing on the Draft SEIS will be held on May 6, 2015 at 7:00 p.m. at the Wilmington Community Center, 7 Community Circle, Wilmington, NY. Written comments on the Draft SEIS will be accepted until May 22, 2015. The Draft EIS is available from the Adirondack Park Agency Headquarters, 1133 NYS Route 86, Ray Brook NY and on line at: www.apa.ny.gov.

The action involves the Amendment to the Official Adirondack Park Land Use and Development Plan Map in the Town of Wilmington, Essex County to reclassify three areas, totaling approximately 210 acres, pursuant to the Adirondack Park Agency Act, Section 805 (2)(c)(1), from Rural Use and Low Intensity Use to Moderate Intensity Use. The project is located along NYS Route 86 in the Town of Wilmington, New York.

Notice of Acceptance of Draft SEIS

Franklin County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Multi-Use Recreational Trail System. Written comments on the Draft SEIS will be accepted via e-mail to: r6.ump@dec.ny.gov or by mailing to St. Lawrence Flatlands Draft SEIS, NYS DEC Region 6 Sub-Office, 6739 US Highway 11, Potsdam, NY 13676. until 4:45 p.m. on May 15, 2015. All statements received during this period will be assessed. The assessment of public comment that is prepared will be included in the Final SEIS. The Draft SEIS is available from the contact listed below and on line at: www.dec.ny.gov/lands/22578.html.

The Draft SEIS describes several alternatives for the development of multi-purpose trails in the area in and around the Brasher, Bombay, Buckton and Fort Jackson State Forests, and selects the preferred alternative. It further describes the potential impacts that could result from the development of multi-purpose trails in the subject area, and presents mitigation measures that are proposed to address those impacts.

Activities that have the potential to cause significant adverse impacts include the construction and maintenance of the trails, as well as public use of the trails after they are constructed. Potential impacts discussed in the Draft SEIS include: soil compaction and erosion; noise; introduction of invasive species; creation of illegal trails and trespass onto private land; user conflicts; and disturbance of wildlife. The Draft SEIS discusses all of these potential impacts and describes recommended management activities and mitigation measures to minimize potential impacts.

The project is located in the Towns of Brasher, Bombay, Moira and Stockholm, New York.
