Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a permit renewal for Arvos, Inc. located at 3020 Truax Road, Wellsville, New York for a ten year term. This current permit action maintains the facility-wide limitations on volatile organic compounds to less than 45 tons per year. This permit renewal contains a new applicable regulation, 40CFR63 Subpart XXXXXX, the National Emission Standards for Hazardous Air Pollutants (HAP): Area Source Standards for Nine Metal Fabrication and Finishing Source Categories. The requirements include implementing management practices and visible emission monitoring to minimize emissions of metal fabrication HAP. Revised requirements pertaining to 6 NYCRR Part 228-1 for Surface Coating Processes have been updated including a reduction of the amount of noncompliant coating usage from 150 gallons per year to 55 gallons per year. In addition, general operational and maintenance requirements related to the surface coating process have been added to the permit.

As a tentative determination, the Department is seeking public comments prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has received an application to modify the Air State Facility Permit for the Jamestown Macadam Inc. (JMI) Jamestown Facility located on Walden Avenue to add a portable crusher and associated engine. JMI operates three hot mix asphalt plants (Plants 1, 2 and 3) and proposes to add a portable crusher at this location. Annual production from each asphalt plant is limited so the facility can remain below Title V applicability thresholds. Production at Plants 1 and 2 is capped at 123,250 tons of asphalt per year each and at Plant 3 at 375,000 tons of asphalt per year. These 12 month rolling production limits also keep emissions from each asphalt plant below 25 tons of carbon monoxide per year. The crusher would be limited to 2,000 operating hours for each 12 month rolling period. This production limit will keep the nitrogen oxide emissions from the crusher below 25 tons per year. Each asphalt plant and the crusher are separate emission units. The proposed modification does not include any changes to the currently permitted production or emission limits.

The Department has made a tentative determination to approve this application. As such, the Department is seeking public comment prior to making a final decision about permit issuance.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
