Project Description:

The applicant proposes to construct an access road (Renaissance Blvd.) for a proposed 134 unit residential housing complex. The proposed road construction would disturb an area within a 535 foot radius (27.83%) of a known protected Eastern Tiger Salamander Pond considered upland habitat for Tiger salamanders. Disturbance of the area would include necessary draining, grading and road construction. The proposed housing complex would disturb an additional area between the 535 foot radius and the 1000 foot radius of the habitat (71.04%). Proposed mitigation for the disturbance includes the installation of (2) 7' wide box culverts to allow breeding migration of the Tiger salamander from the upland habitat to the breeding pond, one beneath Rocky Point Road (CR21), and one beneath proposed Renaissance Blvd.; and the creation of a potential Tiger Salamander breeding pond in the northern portion of the development. Additionally, 0.90 acres of the disturbed upland habitat area will be revegetated with native species. Project is located on Rocky Point Road, Middle Island. SCTM # 200-378-02-33.3.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Department has made a tentative decision to initiate a permit modification as a result of a review of this facility's operations. The new permit will include the addition of non-contact cooling water in the discharge and associated parameters in the sampling requirements. The draft permit may be reviewed at the regional office in Stony Brook. The facility is located at 105 Wilbur Place, Bohemia, Town of Islip, Suffolk County.
