Negative Declaration

Herkimer, Jefferson, Lewis, Oneida and St. Lawrence Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Application of Bacillus Thuringiensis var Israelensis will not have a significant adverse environmental impact. The action involves the application of Bti to free flowing streams and rivers in the Towns of Clifton, Colton and Fine in St. Lawrence County; Town of Webb in Herkimer County; Village of Black River in the Towns of LeRay, Rutland and Champion, Jefferson County; the area surrounding Chases Lake in the Towns of Greig and Watson, Lewis County and the area surrounding Otter Lake in the Town of Forestport, Oneida County, New York by certified applicators in strict conformance with aquatic pesticide permit conditions and the registered pesticide label. Bti has been successfully applied to streams in the Adirondacks for black fly larvae control without any documented environmental incidents since 1983. Negative declarations were issued for these projects in 1983 and updated in 1992 and 2014 to reference additional published studies and articles that further support Bti's lack of environmental harm. The current negative declaration was updated in 2015.
